Inspector David Tippetts has over 19 years of policing experience and has worked within Neighbourhood Policing throughout his career—serving as a Police Constable, Sergeant, and now Inspector. He has worked across the county and moved to Swindon in 2018 as the Sergeant for the Swindon Central South area. Following his promotion, he spent 18 months as a Duty Inspector on a response team before returning to Central South in 2021 as Sector Head.

David is passionate about his Neighbourhood Policing Team investing in the local community and working in partnership to reduce crime and anti-social behaviour (ASB). A key focus of his work is targeting those who cause the most harm and frequently come to police attention—demonstrated through his leadership of the Criminal Behaviour Order Panel, which he chairs.

Community engagement remains a top priority for David. He is committed to building strong relationships with schools, community groups, and key stakeholders. By ensuring his team maintains a visible presence at community events and actively listens to local concerns, David works to foster collaboration and find effective solutions to prevent crime and reduce ASB.

Sergeant 2530 Tristan Winter has over 18 years of policing experience, beginning their career as a Police Community Support Officer before becoming a Police Constable. He has worked across both response and neighbourhood policing roles, gaining a wide breadth of operational experience.

Promoted to the rank of Sergeant in 2016, Tristan has since led teams in response policing and custody, before returning to neighbourhood policing in 2021 - an area he is particularly passionate about.

Dedicated to community-focused problem solving, Sergeant Winter is currently leading the Brighter Broadgreen initiative. This project brings together local partners and residents to tackle crime and anti-social behaviour, aiming to make the area safer and more vibrant for all who live and work there.

Tristan is always looking for innovative approaches to long-term issues and believe in the power of strong local partnerships to drive meaningful change.

PC Muhammad (Kash) Hamid currently serves as a Police Constable with the Central South Neighbourhood Team, covering the Broadgreen, Shrivenham Road, and York Road areas. He has the privilege of working within a richly diverse community, including residents of Pakistani, Bangladeshi, Indian (particularly Goan), Afghan, Somali, Turkic, African, and Eastern European backgrounds.

Kash began his policing career with Wiltshire Police as a Police Community Support Officer (PCSO). He then expanded his experience by joining the Youth Offending Team (YOT) as a Youth Justice Worker, working in a multi-agency environment to share information and deliver educational crime prevention initiatives aimed at young people.

After progressing to become a Police Constable, Kash initially served as a response officer before transferring to the Neighbourhood Policing Team, where he now focuses on community engagement. He is particularly passionate about working with youth to divert them from offending and prevent reoffending. Additionally, Kash collaborates closely with local partners, communities, and businesses to reduce anti-social behaviour and crime, while encouraging community volunteering and involvement in local projects.

Committed to building trust and making a positive impact, PC Hamid is a dedicated officer serving the diverse communities within his patch.

PC Phil Butwell is a dedicated Neighbourhood Police Officer responsible for the Broad Street area, Shrivenham Road area, and York Road in Swindon. As part of the local policing team, Phil plays an active role in addressing community concerns, reducing crime, and providing a visible and reassuring presence.

He works closely with residents, schools, local businesses, and partner agencies to tackle anti-social behaviour, support vulnerable individuals, and promote safety in the community. Known for his proactive approach and commitment to neighbourhood policing, Phil focuses on building strong relationships and long-term solutions that improve the quality of life for everyone in his area.

PC 70927 Stacey McGarry brings over 11 years of policing experience across two forces: British Transport Police and Wiltshire Police. Throughout her career, she has remained dedicated to Neighbourhood Policing, adopting a community-led and community-focused approach. Based in the Broadgreen area, Stacey is committed to identifying and proactively addressing local issues to help keep her community safe.

Her key areas of interest include youth engagement and early intervention, as well as multi-agency partnership working. Stacey values building strong relationships with local organisations to enable long-term problem-solving and deliver meaningful outcomes for the communities she serves.

PCSO Kirsty Phillips is part of the Swindon Central South Neighbourhood Policing Team, covering the Broadgreen, Shrivenham Road, and York Road areas. They bring a wealth of experience from previous roles in youth work, ambulance services, and supporting people with learning disabilities.

Kirsty is passionate about youth engagement, with a particular focus on preventing exploitation and helping young people access safe and positive opportunities within their communities. They are also dedicated to supporting vulnerable individuals of all ages, helping them stay safe and access the services they need.

In addition to their neighbourhood duties, Kirsty has received specialist training as a Prevent Champion, enabling them to identify and respond to signs of radicalisation as part of the national counter-terrorism strategy.

PCSO 70980 Mark Chivers serves the Broadgreen area as part of the Swindon Central South Community Policing Team.

With approximately 16 years of experience as a Police Community Support Officer, Mark brings a wealth of knowledge and commitment to his role.

Mark has a strong focus on youth engagement and regularly delivers talks in primary schools, helping to equip young people with the tools to stay safe both online and within their communities. He is also a familiar and approachable presence in Broadgreen, spending much of his time on foot patrol to maintain strong community links and provide visible reassurance.
