Inspector Annabel Martin is the Neighbourhood Inspector for the Stratton, Central Swindon, North and West Neighbourhood Policing Team.
She has proudly served as a police officer for 18 years. The first 12 years of her career were spent in response policing, where she dealt with a wide range of incidents and supported members of the public during some of the most difficult moments in their lives. This fast-paced role built her resilience and sharpened her problem-solving skills.
After promotion to Inspector, she went on to manage the police control room and support initial firearms command - coordinating emergency responses and ensuring critical resources were deployed swiftly and effectively. This experience strengthened her leadership in high-pressure environments.
In May 2024, Inspector Martin took on her current role in neighbourhood policing—an area she has long admired for its emphasis on long-term problem solving and community engagement. She now leads a committed and proactive team serving the communities of Stratton, Central North, and West Swindon.
Inspector Martin is proud of the positive impact her teams make every day by building trust, listening to concerns, and tackling the local issues that matter most. She remains committed to ensuring the team is visible, approachable, and working closely with residents and partners to make a lasting difference.
Sergeant Tom Ashforth has been a police officer for over 16 years and has held the rank of Sergeant for nearly five years. Throughout his career, he has gained diverse experience working as a constable on response teams, local crime investigation, and neighbourhood policing. His sergeant roles have included response sergeant, custody sergeant, and currently neighbourhood sergeant.
Tom is a qualified Police Search Advisor (PolSA), providing expert advice, planning, and management of searches relating to counterterrorism, crime, and high-risk missing persons. He also serves as a Scene Evidence Recovery Manager within disaster victim identification and is a mental health tactical advisor.
He is passionate about all aspects of neighbourhood policing, particularly collaborating with partner agencies to tackle and solve local issues effectively.
PC Charlotte Hutton is a Neighbourhood Policing Officer covering West Swindon, including the areas of Toothill, Freshbrook, Shaw, Grange Park, Sparcells, Peatmoor, Ramleaze, Nine Elms, and Eastleaze. After starting her policing career on Response in Swindon, she has since transitioned into neighbourhood policing.
Charlotte is dedicated to keeping the West Swindon community safe, building public trust and working collaboratively with residents, the council, housing providers and other partner organisations to tackle local issues.
She prides herself on being visible, approachable, and responsive - striving to reduce crime and improve the quality of life for everyone in the community she serves.
PC Hannah Fernandes has been involved with the local neighbourhood policing team for the past three months. Since then, she has thoroughly enjoyed working alongside local communities to help make neighbourhoods safer, stronger and more connected through regular engagement and community events.
In her role, PC Fernandes works closely with local residents, parents, schools, and partner agencies to address local concerns and support a positive environment for all. She is passionate about building strong relationships and is committed to making a meaningful difference in the area she serves.
PC Fernandes has a particular interest in tackling anti-social behaviour and is especially passionate about engaging and educating young people on the dangers of knife crime and drug-related issues. She firmly believes that early intervention, positive conversations and strong role models can help steer young people away from criminality. She is actively involved in working with schools and community groups to raise awareness, build trust and create a safer future for the younger generation.
PC 2864 Dyer serves the West Swindon area as part of the Neighbourhood Policing Team. Joining Wiltshire Police in 2015, she brought with her valuable experience from their previous role as a Police Community Support Officer (PCSO).
PC Dyer’s particular interest lies in problem-solving within community policing. She is dedicated to identifying ongoing issues affecting the community and working proactively to find effective solutions that improve the quality of life for local residents.
PC Jess Windsor is part of the Stratton, Central Swindon, North and West Neighbourhood Policing Team, with responsibility for the West Swindon area. Her patch includes Toothill, Freshbrook, Shaw, Grange Park, Sparcells, Peatmoor, Ramleaze, Nine Elms and Eastleaze.
Having joined Wiltshire Police with no prior background in policing, Jess was inspired to apply during the Covid pandemic - a long-considered career move that she decided to pursue. She began her service on the response team before moving into neighbourhood policing, where she has found a strong sense of purpose.
Jess is currently focused on tackling drug-related crime, with a particular emphasis on addressing cuckooing - where vulnerable individuals are exploited and their homes used for criminal activity. She is committed to protecting those at risk and working closely with local partners to safeguard the community.
PCSO James Young has been a committed member of Wiltshire Police since 2022, joining the Force as a Police Community Support Officer on the North Central Swindon Sector. Since starting his role, he has been part of the Neighbourhood Policing Team covering West Swindon.
James takes pride in building strong community relationships and has a particular interest in working with local schools. His focus is on engagement, visibility, and proactive policing to help ensure the safety and wellbeing of the communities he serves.
PCSO Josh Murphy has been part of Wiltshire Police for the past two years, serving as a visible and approachable presence within the West Swindon area.
Passionate about community policing, Josh has applied to become a Police Constable and hopes to begin his new role later this year.
Josh is particularly focused on youth engagement and regularly delivers school inputs aimed at educating and empowering young people. He is also committed to reducing anti-social behaviour and has been actively involved in Operation Trespass, following a recent warrant and closure order. His proactive style of policing includes attending and supporting community events, and working alongside local authorities to deliver a collaborative, problem-solving approach to the issues that matter most to residents.
Josh's enthusiasm for neighbourhood policing and strong connection with the community make him a valued member of the West Swindon team.
PCSO Naomi Bell is a Police Community Support Officer on the Stratton, Central Swindon North Neighbourhood Policing Team.
She has been in the role since 2021 and covers the West Swindon area. Naomi is the designated single point of contact (SPOC) for Westlea Primary, Tregoze Primary - where she also supports a Mini Police unit - and Lydiard Park Academy.
Naomi is passionate about reducing crime through proactive engagement and education, particularly with young people. She strongly believes that building positive relationships with the younger generation is key to long-term community safety.
In addition to her neighbourhood duties, she also serves as a Hate Crime Advisor and a Fraud SPOC, roles which enable her to support vulnerable individuals in the community with tailored advice and assistance.
