Your Neighbourhood Policing Team
Inspector Tina Osborn leads the Salisbury Neighbourhood Policing Team, overseeing all local policing across the city and surrounding areas. With a strong focus on community engagement, problem-solving and partnership working, Tina is committed to ensuring Salisbury remains a safe and welcoming place for all who live, work, and visit.
Tina works closely with local residents, businesses, councillors, schools and partner agencies to build trust, deliver long-term solutions and respond to the issues that matter most to the community.
Sergeant Lisa Lovatt joined Wiltshire Police in January 1998 and has proudly spent her entire policing career serving the Salisbury community.
Over the past 27 years, she has taken on a wide range of roles including working on the Forensic Conversion Team, Burglary Team, Crime Squad, Drugs Squads and Local Tasking Teams. Despite this variety, her passion has always remained with local and response policing - the role she dreamed of as a child.
Lisa became the Neighbourhood Policing Team Sergeant for Salisbury in December 2019, a position she finds incredibly rewarding. She is committed to completing her 30-year policing career in this role, working alongside a dedicated team of colleagues and partner agencies, all striving toward a shared goal: to support communities and deliver an outstanding service to victims.
Sergeant Matt Boon has worked for Wiltshire Police since 2018 and has been involved in both response and neighbourhood policing.
Sergeant Susan Malkinson has served with Wiltshire Police for over a decade, beginning her policing journey as a Special Constable before becoming a full-time Police Constable in 2016.
Much of Susan’s career has been spent as a Response Officer in the south of the county, gaining a wealth of frontline experience. In 2022, she joined the Salisbury Neighbourhood Policing Team as a Police Constable and was promoted in post to Sergeant the following year.
Passionate about problem solving and making a tangible difference in local communities, Susan describes her current role as the most rewarding of her career. She considers herself fortunate to be doing the job she always aspired to—serving the public in a beautiful part of the world, alongside a dedicated and supportive team.
PC Hannah Cranham has been with Wiltshire Police for six years, initially serving as a Police Community Support Officer before qualifying as a Police Constable. She currently covers the Harnham and Southampton Road area of Salisbury.
In 2023, Hannah successfully completed the Police Constable Degree Apprenticeship, which reinforced the value of collaborative, multi-agency working. She brings this approach to her neighbourhood policing role, actively engaging with partner organisations to develop effective, long-term solutions for the local community.
Dedicated, professional, and community-focused, Hannah is committed to building strong relationships and delivering a responsive service to those she serves.
PC Avery is the latest addition to the Salisbury Neighbourhood Policing Team, covering the city centre.
PC Toby Ferguson is a Neighbourhood Police Constable covering Salisbury City Centre. With three years’ experience as a Police Constable and a background in youth and community work, PC Ferguson brings valuable insight and a people-focused approach to local policing.
In the city centre, PC Ferguson focuses on tackling antisocial behaviour, addressing theft-related issues, and supporting the local business community through initiatives such as Shopwatch and Pubwatch. Known for being approachable and community-minded, PC Ferguson enjoys engaging with the public and is passionate about keeping Salisbury a safe and vibrant place to live, work, and visit.
PCSO 70900 Hammond joined Wiltshire Police over 18 months ago and is a valued member of the Salisbury Neighbourhood Policing Team, covering the City Centre, Southampton Road and Friary areas.
Jack takes a proactive and hands-on approach to addressing key local issues such as youth anti-social behaviour, shoplifting, and drug-related activity. He is frequently seen on foot patrol in the city, engaging with residents, businesses, and visitors to provide reassurance and tackle concerns head-on.
Passionate about visible policing and community engagement, PCSO Hammond encourages members of the public to stop for a chat or get in touch directly with any questions or concerns.
PCSO Barnett is the latest addition to the Salisbury Neighbourhood Policing Team, covering the City Centre and surrounding areas.

Business Crime
Action taken:
High Visibility Patrols, alongside partnership working between Wiltshire Police, Wiltshire Council, Salisbury BID, and other partner agencies. These days of action will help tackle business crime and anti-social behaviour, which are having a significant impact on individual businesses as well as for the wider community. The Salisbury Business Crime Reduction Partnership (BCRP) is a collaborative initiative between the Office of the Police and Crime Commissioner, Salisbury BID, Wiltshire Police, and local authorities.

PSPO Street Drinkers /ASB in the city centre
Action taken:
The continued implementation of the PSPO in the City Centre regarding ASB associated with drinking alcohol. Increased high visibility patrols are being conducted during key times of the day to deter and reduce such incidents. Partnership work is ongoing with Wiltshire Council to embed longer term preventative measures regarding prolific offenders.

Rural burglaries
Action taken:
Proactive patrols are taking place in rural locations across Whiteparish and Wilton following several reports of non-dwelling burglaries in some of these areas. Predominately outbuilding have been targeted, tools and bikes have been reported stolen. Local officers are liaising with colleagues in Hampshire and sharing intelligence and information regarding these offences.

ASB related to off road motor bikes – Old Sarum and Longhedge
Action taken:
We have recently seen an increase in reported incidents of ASB in the Longhedge and Old Sarum area. These incidents have been related to use of off-road motor bikes being driven in a dangerous manner around residential areas.

Action taken:
The teams continue to support, where capacity allows, the positive work the Community Speed Watch teams do across the area.

Vulnerable checks
Action taken:
Officers conduct regular visits to our identified vulnerable people to both reassure them following reported concerns and to deter visits by criminals who wish to exploit them. We have been working closely with Wiltshire Council Housing on evidence to support several injunctions which we have now got in place. These premises are visited regularly by the teams to provide support to those who are most vulnerable.

ASB and Violence linked to Nighttime economy
Action taken:
Dedicated patrols will increase during NTE (Nighttime economy) in the city centre as we are approaching the summer months and especially during the World Cup fixtures. We will continue to work closely with our licence premises and door staff to prevent and deter any ASB or violent incidents from happening.
