Joe Senior leads a team of Sergeants, PCs and PCSOs focused on problem solving, partnership working and community engagement across the area.

Joe has been a police officer for 20 years, and has worked in Swindon since 2013 in a variety of roles never far from front line policing. He joined the NPT in 2023. Joe has a particular interest in how the police can work with partner agencies to develop innovative solutions to problems, and the use of new technologies in policing.

Joe holds ancillary roles as a Tactical Firearms Commander and Post Incident Manager, and also undertakes training roles within the organisation.

Sergeant Penny Sprawson leads the Neighbourhood Policing Team covering Abbey Meads, Blunsdon, Greenmeadow, Haydon Wick, Highworth, St Andrews, the Thames Vale Villages, Woodhall Park and Taw Hill. With a strong focus on visible, community-based policing, Penny is dedicated to tackling local priorities, reducing crime, and improving quality of life for residents across both urban and rural areas.

She works closely with a wide range of partner agencies, local councillors, schools, and community organisations to address emerging issues, support vulnerable individuals, and ensure long-term problem solving. Penny is passionate about building public trust, fostering engagement, and leading a team committed to proactive and responsive policing.

PC Lily Lewis joined Wiltshire Police in September 2023 and became a part of a response policing team in March 2024.

She then moved to the North, East and Rural Neighbourhood team where she covers Greenmeadow, Haydon Wick, Abbey Meads, Woodhall Park and Tawhill.

Lily was a Police Cadet for 4 years prior to joining Wiltshire Police and studied Criminology as she has always had the ambition to become a Police Officer. Lily makes it a priority to have a visible presence in the community to enable her to engage with the public and take a proactive approach to any issues that they may be facing.

Lily also has an interest in reducing gang crime and violence, especially by working with young people to prevent them from offending.

PC Mandy Stevenson works within the Swindon North, East and Rural Neighbourhood Policing Team. She is committed to providing visible, community-focused policing, working closely with residents, local businesses, parish councils, and partner agencies to address concerns and improve safety across the rural and semi-rural communities.

Mandy prioritises engagement and problem-solving, building strong relationships to tackle local issues such as anti-social behaviour and rural crime. She is dedicated to safeguarding vulnerable individuals and fostering a sense of reassurance and trust throughout the areas she serves.

With a passion for community collaboration, Mandy works proactively to maintain the quality of life and wellbeing of all residents across her patch.

PCSO Jason Dyer is a dedicated member of the Swindon North, East and Rural Neighbourhood Policing Team and he joined Wiltshire Police in 2022.

Jason is passionate about building strong relationships with local residents, community leaders and organisations. His focus is on reducing crime, tackling anti-social behaviour, and improving community safety. Whether through visible foot patrols, addressing neighbourhood concerns, or supporting community events, Jason is always ready to listen, engage, and help make a positive difference.

PCSO 6107 Kate Jackson is a long-serving member of the Swindon North East and Rural Neighbourhood Policing Team.

She began her career with Wiltshire Police in September 2006, initially working in the Park and Walcot area before moving to Upper Stratton for two and a half years. Kate has since settled into her role in North Swindon, where she has also covered Moredon.

Kate is known for her proactive and visible approach to community policing, frequently carrying out cycle patrols to engage with residents, gather intelligence, and build strong relationships with local schools, youth groups and businesses. She has a particular focus on tackling anti-social behaviour and enjoys working closely with young people in the community.

Her engagement work plays a key role in supporting operational policing, including the identification of individuals and addresses linked to local criminal activity.
