Following receipt of your request, research was conducted by the Public Protection Department at Wiltshire Police.
Please note: The individual who is currently our Missing Persons Tactical Lead has only recently taken on this role. They suggested contacting the former Lead as they may be of more assistance.
Your request for information has now been considered and I am able to respond as follows.
You wrote:
Does your police force have any innovative practices, pilots or even strategies undertaken or trialled to improve the response to missing persons investigations between 2005-2024?
If yes, Does your police force have any evaluation/monitoring review(s)-report(s) on these, through which your designated police review team has identified either good practice or inconsistencies providing relevant recommendations? Can you provide us a copy of these?
I am providing some examples below to assist you in directing your potential search.
(e.g., any evaluation/monitoring review(s)-reports related to schemes that look at engagement between your force and both the care home staff and missing persons, Encompass scheme process, Philomena protocol, etc)
Our response:
Some of the information you are requesting is exempt by virtue of Section 21 of the Freedom of Information Act 2000 – Information accessible to applicant by other means.
After consulting with our former Missing Persons Tactical Lead, they have suggested the following may be of assistance to your request:
Section 17 of the Freedom of Information Act 2000 requires Wiltshire Police, when refusing to provide such information (because the information is exempt) to provide you the applicant with a notice which: (a) states that fact, (b) specifies the exemption in question and (c) states (if that would not otherwise be apparent) why the exemption applies.
The exemption applicable to the information requested is:
Section 21 - Information Accessible to the Applicant by Other Means
In accordance with section 17 of the Act, this letter represents a partial Refusal Notice for this particular request.
